The Opinions & Freedom of Information Act Division’s primary duty is to assist the Arkansas Attorney General in providing legal advice on a wide range of constitutional and statutory issues—through formal written opinions—to the Governor, heads of executive agencies, members of the General Assembly, and certain other state officials. The Division also certifies the popular name and ballot title of citizen-initiated measures, like proposed constitutional amendments; reviews responses to requests under the Arkansas Freedom of Information Act (FOIA) for personnel or employee-evaluation records; provides FOIA training for state and local officials; and determines if certain interlocal cooperation agreements comply with state law.
